Annie Markarian has been a practicing attorney focused on Labor & Employment Law since 2005. She joined the Housing Authority of the City of Los Angeles (HACLA) in 2013 as the Senior Staff Attorney – Labor Relations, where she provided legal counsel on labor issues, represented HACLA in labor negotiations, and played a key role in resolving disputes to maintain productive labor relations. Annie worked closely with Human Resources and Risk Management to ensure that HACLA’s personnel practices were compliant with legal standards and aligned with organizational goals.
In 2017, she was appointed Chief Negotiator by the Board of Commissioners for all union matters, where she led labor negotiations that balanced the interests of the agency and its workforce. Her success in this role led to her promotion in 2018 to Director of Labor & Employee Relations. In this capacity, Annie oversees both Human Resources and Risk Management, driving initiatives that enhance employee relations, streamline operations, and mitigate risks. She is responsible for collaborating with five bargaining units, providing support to 1,000 employees across 18 worksites and engaging with numerous stakeholders to advance HACLA’s mission and vision.
