HACLA Releases a New Vision: Build HOPE

LOS ANGELES – The Housing Authority of the City of Los Angeles (HACLA) announced today it has released a 25-Year vision plan to advance the preservation and expansion of affordable housing options and economic development for a wide array of incomes and needs.  The official release of the plan, Build HOPE, marks the first step in a massive organizational reinvention effort that began in the fall of 2016 when it hired consultants Estolano LeSar Advisors to guide the visioning process to completion. 

“This has been a deeply reflective and time-intensive process,” said Jennifer LeSar, Co-CEO of Estolano LeSar Advisors. “We have been incredibly impressed at the level of effort the HACLA team dedicated to this project to ensure the final result accurately reflects stakeholder input and establishes a measurable path forward.” 

Utilizing an in-depth outreach and engagement effort and calling upon the expertise of staff, residents, advocates, community partners as well as local and national leaders, Build HOPE reflects the recognized best practices in affordable housing while incorporating enough flexibility to adjust to future needs as part of the ongoing implementation. 

“Build HOPE is a holistic approach to transformation through the lens of how people live, work, and ultimately grow within their communities,” said HACLA President and CEO Douglas Guthrie.  “It is a living blueprint for long-term success and captures our commitment to making vital investments in the people and places we serve.  Attainment of the strategic actions imbedded within this framework will catapult HACLA into a new era of housing excellence.”
