The Housing Authority of the City of Los Angeles’ (HACLA) board room was full of vendors and businesses for its Contracting and Section 3 Compliance presentation. This was the first workshop of 2017 designed to give an overview of HACLA’s procurement process, bid/proposal submission and Section 3 requirements in furtherance of HACLA’s “We’re Open for Business” campaign. Goals of the campaign include expanding outreach to small businesses and ensuring their success in understanding and complying with Section 3*.
The meet and greet was followed by a presentation from HACLA’s General Services team. Current and potential vendors were provided information and resources on a variety of matters relating to procurement, bidding and contracting with HACLA, which included tips from contract administrators on how to submit successful bids. The second half of the presentation focused on Section 3 requirements. Attendees received an overview of the regulation, requirements and tips on how to successfully comply with Section 3. Businesses were encouraged to apply for Section 3 Business Certification to be added to HACLA’s Section 3 Business Registry (http://www.hacla.org/s3businessresources )

*Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall,to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low-and very low income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.
